Your local Liberal Democrat Sheffield City Councillors for the Stannington Ward

Penny Baker

First elected as a City Councillor in 2006, Penny has served as a City Councillor for 17 years and is also a serving Bradfield Parish Councillor. Her roles in the City Council have included Scrutiny Board Chair, Lib Dem Councillors Group Chair, and in the new Committee structure is Deputy-Chair of the Housing Policy Committee.

In 2001/2 Penny served as Lady Mayoress. She was Chair of the Sheffield Lib Dem Local Party from 2015 to 2018, and is currently the Deputy Leader of the Lib Dem Group on Sheffield City Council.

Born in Sheffield, Penny spent over 10 yrs. of her early adult life travelling in the UK and Germany as an Army wife.

Married to ex-Councillor David Baker, her interests include local history and investigating Family Genealogy together with David. As a Mother, Grandmother and Great Grandmother, she enjoys spending time with her family.

Richard Williams

Richard was elected in May 2021 to sit on the Sheffield City Council for the first time, having previously been a councillor in another region of England. He is currently Chair of the Communities, Parks and Leisure Policy Committee and is Deputy-Chair of the Migration Yorkshire Partnership.

Richard is also a school governor at a secondary school for pupils with Special Needs, and is Chair of the Stannington Ward Branch of the Liberal Democrats.
